边疆民族地区安全治理的法治思维探讨

边疆民族地区安全治理,既是“稳疆固边”“社会安全”治理的重要内容,也是“国家安全”“边疆繁荣”发展的战略需要。边疆民族地区安全治理是全局性综合治理,尤其要强化社会安全治理。边疆民族地区安全治理的现实困境是:对边疆地区安全隐患意识缺乏警钟长鸣,对边疆地区宗教问题疏于从严治理,对民族区域自治制度的理解存有偏差。边疆民族地区安全治理必须树立法治思维,法治思维是边疆民族地区安全治理的底线思维。“习惯法”治理是边疆地区安全治理的普惠举措,法治手段是边疆地区安全治理的根本手段,民族区域自治法是边疆安全治理的法治保障。
