超越西方治理与走向中国特色的国家治理现代化

治理理论兴起于西方政府与市场“双重失灵”的历史背景，它不仅具有强烈的西方色彩，渗透着新自由主义意识形态，而且也面临着新的“治理困境”。从马克思主义国家理论来看，治理与统治具有本质同一性，只是前者表面掩盖了统治职能而突出了管理职能。十八届三中全会提出了中国特色的国家治理概念，国家治理植根于中国国情与改革实践，是国家制度和制度执行能力的集中体现，它不仅是对转型时期各种社会问题的主动回应，还是对政府、社会、市场关系的深刻反思与重构，是马克思主义国家理论的最新发展。对比中、西方治理模式，中国特色的国家治理具有优越性，更具改革价值。要超越西方治理，必须牢牢坚守中国特色社会主义方向，开辟中国特色的国家治理现代化之路。

Beyond the Western Governance Theory and Toward the National Governance Modernization with Chinese characteristics

Governance theory emerged in the Western governments and the market “double failure”of the historical back-ground.It not only has a strong western color,permeated with the neo-liberal ideology,but also faces a new “governance dilemma.”From the point of view of Marxist theory of the state,the nature of governance and rule is the same,just ob-scures the ruling functions and highlights the management functions on the surface.The Third Plenary Session of the 18th Central Committee of the Communist Party of China put forward the concept of the National Governance theory with Chinese characteristics,which is rooted in China’s national conditions and practice of reform,and is also a concentrated expression of the implementation of national systems and institutional capacity.National Governance is not only active in response to various social contradictions in transition period,it is also the profound reflection and reconstruction of government,socie-ty,and market’s relations,and the latest development of the Marxist theory of the state.Compared to Western governance, national governance have more advantages.To go beyond the Western governance,we must firmly adhere to the direction of socialism with Chinese characteristics,going toward the National Governance Modernization with Chinese characteristics.
