新时期提升城市社区治理能力的思考

随着城市人口快速增加，城市社区事务越来越多，社区居民对社区干部的要求越来越高，社区干部也越来越不堪重负。如何给社区“减负”、“健体”，是当前社区治理面临的现实问题，也是推进国家治理体系和治理能力现代化的基础性工作。因此，在全面深化改革的新时期，必须要客观认识社区治理的现状，针对社区治理面临政府“越位”、社区权力与业务不匹配、社区干部队伍良莠不齐、群众参与社区活动较少等现实问题，通过强化法治思维、转变政府职能、减轻社区治理负担、广泛运用信息化管理方式、推行小区单元化治理、建立健全激励保障机制等措施予以解决。

Thinking of Enhancing the Ability of City Community Governance in the New Era

With the rapid development of population in cities,the community affairs increase rapidly.Meanwhile,the residents in the community demand more from the community staff,causing them to bear too much burden.Therefore, how to decrease their burden is the present problem in the management of the community and also the basic work to pro-mote the country’s management system and the ability to manage the modern community.So during the new time of the reform,we should be aware of the present situation in community management and problems such as the staff’s different levels of ability,residents seldom taking part in community activities.Furthermore,we should also strengthen legal thinking,transform the government functions,decrease community management burdens,widely use the internet to man-age the community,carry out unit management,and set up all kinds of management system.
