“资源诅咒”在我国省际层面传导机制:理论与经验

该文从制度经济学和产业经济学的视角对"资源诅咒"在我国省际传导机制进行研究。经过理论分析与经验的验证得出:各省份间生产要素的相对自由流动和资源产业的特质使资源富集地区的优质生产要素向区外转移,国内产业分工的形成使得资源富集地区成为其他省份原材料的供应地,造成资源富集地区形成越来越单一的以资源型产业为主的产业结构;在政府短视和财政幻觉的作用下,资源富集地区易丧失产业转型的最佳时机,最终使其产业结构固化,产业升级受阻,陷入依赖不可持续的资源型产业维持经济发展的陷阱之中。

Transmission Mechanism of"Resource Curse"on the Inter-Provincial Level in China: Theory and Experience

The paper studies the mechanism among provincs of China.Through the theoretical analysis and experiential test,the conclusion is reached that the excelvent production factors tend to transfer from nature resource-abundant areas to other areas because of production factors＇ relatively free flowing among provinces and of qualities of nature resource industries.And industrial division in China makes nature resource-abundant areas become raw material supplying regions,then in these areas increasingly single resource-industry-oriented industrial structures of are formed.Meanwhile these areas are easy to lose the best chances influenced by government＇s short sight and financial illusions.All these make their industrial structures rigid and obstruct their industrial upgrading,and thus falling into traps of relaying on unsustainable natural resoure-based industry.
