| 摘 要： | 清朝统一新疆后,面临着内忧与外患的双重困扰。为了有效治理新疆,保障西北边疆安全,清朝重视北疆的开发,在天山南北实施重北轻南的屯田战略。这一屯田战略改变了汉唐以来新疆南农北牧的经济格局,北疆地区逐渐成为新疆的经济重心;这一屯田格局有效保障了西北边疆安全,在一定程度上抵御了北部沙俄的威胁。但由于南疆屯田相对稀疏,这种南北屯田布局的不平衡性,也为新疆社会稳定和经济发展埋下了隐患。
