论社会主义改造的遗留问题及其解决

社会主义农业、手工业和工商业的三大改造,成果斐然,但也遗留下不少问题。主要有:非公有经济在生产关系中强制超前、公有经济内部经营管理方式单一以及忽视经济发展的地区差异与不平衡性。而这些问题出现及较长时间存在的原因,则主要是由于未能较清楚地认识国情与我国社会的发展方位、在理论上一定程度地混淆了社会主义本质与社会主义基本特征、对于生产力与生产关系的辨证关系认识失重以及建设中普遍存在急切心理。遗留问题的存在是十一届三中全会以后我们进行改革的重要依据,党在实践中解决这些问题则是改革的主要内容之一。

On Problems Left over in Socialist Transformation and the Solutions

Socialist transformation in agriculture,handicraft industry,and industry and commerce in 1950's scored great achievements,but meanwhile left over quite a few problems,including coercive priority of non-state-owned economy among the production relationship,unity of the operation and management pattern in state-owned economy,ignorance of the regional differences and the unbalance of economical development.The problems existed for a long time for the following reasons: the national conditions and the direction of social development were not clearly identified;the nature and fundamental features of socialism were theoretically confused to a certain extent;the dialectical relationship between productive forces and production relations was misunderstood;the mood of impatience prevailed in the course of socialism construction.The lasting existence of these problems has served as the important basis for the reform carried out since the Third Plenary Session of the Eleventh Central Committee of CPC,and the solutions to the problems are one of the major contents of reform.
