| 摘 要： | 建立涉法涉诉信访问题经济救助制度是对国家赔偿法的有益补充。是化解人民内部矛盾的有效方式，充分体现了对弱势群体的人性化关怀，同时有纠偏矫治和节约司法资源的功能。要进一步完善经济救助手段解决涉法涉诉信访问题，促进社会主义和谐社会构建。
