浅议我国农户联保贷款制度

农户联保制度是小额贷款风险控制的手段之一，它与无抵押担保的小额信用贷款构成了小额贷款的主要品种。中国的农户联保贷款制度在降低风险方面具有一定的优点，但是它在小组构成、办理贷款手续和履行还款义务等方面仍然存在着一些制度缺陷。从中国农户联保贷款制度的概况入手，在肯定该制度优点的同时，指出它存在的问题，并借鉴国际上主要农户联保制度的措施，结合农村的实际情况，从灵活组建小组、简化贷款手续和加强风险控制等方面，提出有针对性的农户联保贷款制度发展的对策和建议。

On the Farmer Households' Co-guarantee Loan Institution in China

The farmer household＇s co-guarantee loan institution is a means of controlling the micro-credit risk. This institution and the unsecured warrantee microfinance constitute a main type of microfinance.The Chinese farmer household＇s co-guarantee loan institution has certain advantages in reducing financial risks. However, evident systematic flaws exist in group constitution, loan procedures handling and repayment obligation fufilling.Starting from a brief introduction of the Chinese farmer household＇s co-guarantee loan institution, this paper points out both advantages and disadvantages of such an institution.Using the mainstream practices of international farmer household＇s co-guarantee loan institution for reference and in light of the actual situation in China, specific meaures and proposals directed against the development of the farmer household＇s co- guarantee loan institution are put forward in the aspects of flexibly estabilishing farmer household＇s co- guarantee groups, simplifying the loan procedures and strengthening the risk contrrol and so on.
