经济体制转轨时期我国地方政府投资行为的制度分析

如何使地方政府投资行为合理化,一直是我国资源配置方式从计划经济体制向市场经济体制过渡的渐进制度变迁过程中一个热点问题。在我国长达20年的经济改革中,虽然在配套性制度层次上,对财政制度和投融资制度进行了一定程度地结构安排,但对基础性制度的改革--国有资产产权制度的改革却停滞不前,从而形成了制约地方政府投资行为的"微观制度基础盲区"。

A Institutional Analysis on the Investment Behavior of Local Government in Transtion

It has been a hot topic on how to make the investment behavior of our local government reasonably during the gradual reform of resource allocation from the planned economy to market economy .To a certain degree, the fiscal system and the investing and financing system, which belong to the supplementary institution level, have been structurally reformed, however, the propertyright institution of stateowned assets, being the elementary institution, has been suspended for ten years, so that the investment of our local government have fallen into the basicly microinstitutional obstacles, which have not the binding force.
