| 摘 要： | 我国西部的生态建设虽然取得了积极进展,但目前生态环境仍呈不断恶化趋势;因此必须尽快完善立法,建立起有效的生态补偿的法律机制,才能确保西部生态补偿工作得以长期、稳定地实施。
