| 摘 要： | 十五大以来,以江泽民同志为核心的党中央在法制建设方面取得了重大的理论突破和实践成就。提出“依法治国”的基本方略,形成有中国特色社会主义的法律体系,强调“以德治国”和“依法治国”相结合,提出并贯彻依法行政的重要思想,都是这些突破和成就的集中体现。

| Abstract: | Since the15th National Congress,Party Central Committee with Jiang Zeming as its core made great theory breakthrough and practice achievements in legal construction.The concentrated reflection of the theory breakthrough and practice achievments are as follows:propose the basic general plan of"run the country according to law",formed the legal system with Chinese characteristics,emphasize the combination for"run the country with morality"and"run the country according to law"and carry out the important thought that administer the state according to law. |
