正确理解和把握现阶段的积极财政政策

本文指出四年来实施积极财政政策，是在有效需求不足的情况下扩大内需，促进经济增长最直接、最有效的手段。目前，我国经济正逐步走出有效需求不足，物价水平持续下降的经济疲软时期。但是，我国经济增长势头的恢复是不稳固的，不仅存在着严重的结构性问题，而且仍然存在着令人担忧的有效需求不足问题。本文认为更好地巩固和加强经济增长势头，正确理解和把握积极的财政政策、适时调整积极财政政策的政策取向具有十分重要的意义。

Properly Understand and Grasp Positive Financial Policy in the Present Phase
