我国与发达国家中小企业科技创新能力的对比研究

我国中小企业与发达国家相比由于科技人员数量不足,相关素质不够,使得科技成果缺乏先进性和新颖性,造成了技术的低水平徘徊和不必要的资源浪费;由于国家和各级地方政府主要关注大企业和支柱产业,使得中小企业在资金、人才和技术方面显得尤为不足;在技术引进方面,往往是注重引进,不注意消化吸收,注重引进硬件设备,不注重引进软件技术,另外,还存在低水平重复引进等弊端。如果不解决这些问题,我国中小企业将无法改变落后局面。

Comparatively Studying the Scientific and Technological Creativity of Middle- and Small-size Enterprises in Developed Countries and Our Country

Compared with other developed countries, the middle- and small-size enterprises in our country lack enough qualified technicians, which makes their scientific and technological achievements less advanced contents and novelty, and causes unnecessary resource consumption, forming low-level techniques. Central government and all ranks of local governments focus on large enterprises and pillar industries, rather than middle- and small-size enterprises, so those units are short of capitals, qualified personnel and techniques. In addition, they always indulge in technical introduction rather than software techniques, forming low-level repetitive introduction. If those problems cannot be solved well, our middle- and small-size enterprises will not shake off backward situations.
