国民政府文官考选制度行之维艰的原因

摘    要:国民政府时期,文官考选制度虽然建立了比较完善的法律法规,文官考试关防非常严密,及格人员素质较高,也基本上得到了任用,但是由于官僚政治传统而形成的行政力量的失控,中央与地方运作的不协调,人事制度的均权原则,公务员任用资格的宽泛,铨叙部对各机关非法任用人员缺乏有力的制裁措施,从而导致任用私人盛行,考选制度的推行举步维艰。

Abstract:Though the civil official system of National Government had established a series of perfect laws and regulations,the civil official test had many tight measures,the qualifiers gained their positions owing to their high quality,the practice of test system was still fairly difficult The readond are that administrative strenth out of Control which forms as a result of the bureaucrat,the copnectiond between xentral government and local government is antagonistil,the appointive qualications of the civil officials is estensive,the stvrctly punitive meadwres to the lawless appointed staffs are vacant.
