二元工业化结构与城市化——解决“三农”问题与推进城市化的必由之路

“三农”与城市化,是事关我国经济与社会持续健康发展的重大课题。按照著名经济学家阿瑟·刘易斯二元经济理论的构想,我们绝对不可能通过农村劳动力向城市工业的转移,实现城乡二元结构向一元的转变。农民人口多,农村土地广,这是我们的现实国情。我们只有在城市工业化、现代化的同时,开辟广大农村的工业化发展道路,建立城乡二元工业化结构体系,才能实现农村劳动力无限转移,并以工业化带动城市化和农业产业化,最终解决二元向一元转变的问题。

Issues concerning agriculture,countryside and farmers and urbanization are issues of great importance which concern the sustainable and healthy development of our economy and society.According to Auther Luis,the famous economist,the transformation from dual structure of town and city to integrated structure can't be made possible by way of transfering rural labour to urban industry.With a big rural population and large rural areas,we should explore ways to the industrialization of rural areas and build up structural system of town and city,while implementing urban industrialization and modernization at the same time,in order to boundlessly transfer rural labour,bring along urbanization and agricultural industrialization,and finally solve the problem of transformation from dual structure to integrated structure.
