| 摘 要： | 国际R&;D经费投入模式研究表明：我国虽然处于工业化中级阶段的后期，但R&;D经费投入水平还处于工业化初级阶段的后期，R&;D经费来源结构却带有工业化高级阶段后期的特征。这种特殊的R&;D投入模式与国际上一般规律不相符，与少数国家的特殊规律也有着本质的差别。本文针对这一现象进行了探讨，指出转制科研机构进入企业、加强对小型企业的统计、国有企业完全纳入企业统计等因素都会造成企业R&;D比重偏高。主要政策建议包括：（1）加大R&;D经费投入，特别是政府的R&;D经费投入力度；（2）促使企业重视消化吸收再创新的投入。
