西安生态文明建设与绿色消费模式构建

伴随着经济的增长,西安面临着大气污染、水资源污染、土地资源紧张、农民耕地逐年减少等一系列生态环境问题。在全国建设生态文明城市的大背景下,面对西安发展的各种环境与生态问题,分析了西安发展生态经济与绿色消费的制约因素,提出了以政策主导的循环经济模式与绿色消费模式,把西安建设成生态文明城市;强调在开始阶段,政府的引导与辅助的重要作用,通过市场模式的不断引进与完善,政府逐渐退出,完全通过市场机制建设生态文明,构造人与自然和谐可持续发展的西安。
