| 摘 要： | 信访是我国公民政治参与的重要渠道,是实现和维护人民群众民主政治权利的具体形式。在实施依法治国方略的宏观背景下,进行体制现代化变革,改革现行的信访制度,推进信访工作的制度、内容和方法的创新,在法治框架内寻求新的解决方案,最终就是要依法规范信访秩序,形成一个良性的法治氛围,达到法治信访的目标。

| Abstract: | As an important channel of politics participation,the letter petition system safeguards people's democratic rights.In implementing the strategy of ruling the country by law,the current letter petition system needs changes to solve problems within the framework of law.The ultimate aim is to regulate letter petition system so that a positive ruling environment is established to ensure the legal petition. |
