论我国村级治理中的几个焦点问题与改革趋向

改革开放以来，村民自治逐步成为我国村级治理的基本制度。近年来，随着我国农村经济社会的变迁，以村民自治为主体的村级治理模式遇到了诸多困难，如党和政府在村级治理中的角色定位有待调整；村级财政困难，无法为农民提供必要的公共产品；村级治理不规范，制度化水平较低；村民在村级治理中的主体地位弱化等。为走出困境，应重新定位党和政府在村级治理中的角色与作用，因地制宜，以村民自治为基础探索村级治理的多元化模式。
