| 摘 要： | 洛克《政府论》(下篇)论述了政府权力来源于个人权利的让渡和社会契约的缔结,由社会契约所产生的不是绝对政府,而是有限政府:政府的目的是保障人民基本权利,政府的权力必须受到限制,政府必须实行政治分权,政府必须实行法治.洛克有限政府的涵义对于我国正在进行的政治体制改革和政府管理体制改革有深刻的启示意义.

In the meantime, it points out that the thought of a limited government is of great immediate significance in promoting political restructuring and the reform of the government's administrative system in our country . |
