| 摘 要： | 本文在价值-组织-制度的逻辑框架中，寻求危机治理的范式和社会管理创新的路径。价值判断决定了危机中群体和个体的行为取舍，是政府与社会在危机中作用发挥的基础。确立适合时代特征的危机治理核心价值理念，有助于优化政府应对危机的制度安排和政策选择，并维护社会良序。

Goverment＇ s policy of social crisis management is base of core value. Society is demanded to shoulder the relative functions in crisis management by this value. |
