| 摘 要： | 乡镇企业是我国农村经济和国民经济的重要组成部分。经过几十年的发展,现行的乡镇企业用地制度滞后于改制后的乡镇企业用地需求。在市场经济条件下,由于不同利益主体对乡镇企业用地价值取向的异质性,驱动了乡镇企业用地问题的凸显。不同利益主体价值取向的异质性和冲突是由现行的土地管理体制不健全、土地管理法规不完善、农地产权制度不合理等综合因素造成。 |
