我国生态农业政策和法律的缺陷及其完善

生态农业是农业可持续发展的一种重要实践模式,也是我国解决生态危机、发展农村经济的必要途径。我国的生态农业建设已取得一定成绩,但由于相应的政策和法律存在体系和立法上的两大缺陷,生态农业仍然没有成为我国农业与农村经济发展的基本模式。构建我国的生态农业政策和法律体系;制定我国发展生态农业的基本法,提出生态农业发展的总体战略目标、步骤、主要制度和措施;修改技术规程,进一步引入国际先进方法和技术;整合农产品认证标准,大力推行生态标签;完善科研和教育培训政策,形成较完整的农业科研和教育服务体系;制定激励机制,从财政、金融和税收等方面提供保障措施;变革考核制度,逐步实施绿色国民经济核算和绿色干部考核制度;加强宣传教育政策,以期利用市场机制促进我国生态农业健康、快速、高效的发展。

Inadequacies of Ecological Agriculture Policies and Laws and Its Improvement

Ecological agriculture,as a vital practice mode of agricultural sustainable development,remains a necessary approach to solving ecological crisis and developing rural economy.Despite of getting some achievement,we have not made ecological agriculture the basic mode of our agricultural and rural economic development,due to the inadequacies of system and legislation.This paper puts forward some suggestions: building our policy of ecological agriculture and law system;stipulating the basic laws of developing ecological agriculture to clarify overall strategic goals,steps,regulations and measures;modifying technical regulations to introduce advanced methods and technology abroad;integrating authentication standard of farm products and taking efforts to promote ecological labels;improving supporting policies for research,and training and examine system,so as to gradually carry out green national economic accounting and green cadre assessment system;strengthening policy of propaganda and education to make full use of market mechanism to promote a sound,quick and efficient development of our ecological agriculture.
