战略战争与中国国家安全

“战略战争”是一种威慑、竞争和有限杀伤相结合的战争形态。传统战争形态在地域、破坏性和目标上均已发展到极限,使战略战争成为一种必然的政治选择。战略战争需要较强的综合实力,并在较长时间内、在所有领域综合运用战争与非战争手段,努力达成“不战而屈人之兵”的效果。战略战争使军事技术能力领先的国家可以充分发挥其领先优势。战略战争对正在崛起的中国构成了安全上的挑战,使中国面临核讹诈和“代差性”战争的威胁。

The Strategic Warfare and China's National Security

Strategic warfare is a mode of war,which integrates deterrence,competition and limited lethality.Traditional mode of war has developed to its limit in terms of scope,destructiveness and objective,thus making strategic warfare an inevitable political choice.Strategic warfare demands great comprehensive strength,and the use of war and non-war means synthetically in all fields over a long period of time so as to "subjugate the enemy's army without fighting".In a strategic warfare,those countries having advanced military technology can make full use of their advantages.Strategic warfare imposes great security challenges on the security of China,and presents China with the threat of nuclear blackmail and war of "generation gap".
