| 摘 要： | 国际旅游已成为我国国民经济发展的重要一翼。21世纪初提出和平发展战略后,国际旅游活动有了方向的指引,其本身也践行了和平发展的战略。不过,在进一步深化和平发展战略的进程中,国际旅游法律制度暴露出若干结构性的缺陷,现行的国际旅游法律制度无法适应发展的需要。为此,必须从国际旅游法律制度的核心要素、基本依托、具体问题等方面进行构建。
