| 摘 要： | 科学技术主导经济发展规律是知识经济时代的基本经济规律,运用“第一生产力”实施自主创新战略能够创造出新的产业、改造传统产业、拉长产业链条、构建循环经济、优化就业结构。如果说优化经济结构是我国发展的一条主线,那么“第一生产力”则是优化经济结构的决定性因素。
