| 摘 要： | 实施"以德治国"战略,必须抓住关键与重心.通过对领导干部及其思想道德在精神文明建设中的地位、作用以及"官德"的现状等问题的分析,论证了"官德"建设就是当前我国在实施"德治"战略的进程中,必须抓住抓好的关键与重心.

| Abstract: | To carry out the strategy of "morality ruling", we should first know what is the core of it. After analyzing the role played by government officials and their morality in the spiritual construction, this article points out that the construction of "government officials morality" is the key to and the center of "morality ruling" being implemented in China nowadays. |
