试论元代张养浩《风宪忠告》的廉政传播思想

元代政治家张养浩的《风宪忠告》是一部选择具有警戒含义的箴体作为传播文体,系统而全面地探讨和传播从事监察活动的官员有关职业道德修养、为政准则、监察方式和方法的廉政著作,也是我国古代廉政传播史上的一部名著。《风宪忠告》的廉政传播思想特色,一是在构建廉政道德和廉洁修养的教育传播机制方面,强调监察官员要在自律的基础上由律己然后律他,由自我传播扩展到人际和组织传播;二是采用旌廉惩贪的方法传播反腐倡廉的思想;三是强调预防腐败要构建长效的教育传播机制。其刊刻后大致呈单行本、汇编本、丛书本三种形态交互传播的态势。

Anti-corruption Thoughts Expressed in Zhang Yanghao's "Advice on Laws and Disciplines"

"Advice on Laws and Disciplines",written by Zhang Yanghao,a statesman in the Yuan Dynasty,is a masterpiece with a didactic literary style amid anti-corruption literature of Chinese history.It systematically discusses the work ethics,executive codes,supervisory modes and methods on the part of supervisory officials,and highlights its ideas in the following categories: 1) self-discipline prior to discipline of others in the construction of the instructive and disseminative mechanism of anti-corruption morales and qualities which is expected to extend from personal to interpersonal and social dimensions;2) propagating anti-corruption ideas by honoring honest and clean administration and punishing corruption;3)establishing a sustainable mechanism of instruction and dissemination to prevent corruption.This classic was block-printed and publicized in the tree forms: separate edition,collected edition and series of books.
