| 摘 要： | 原地保护是保护海底文化遗产的最好办法，但由于文物保护部门执法资源有限，目前不可能对我国现存的诸多海底文化遗产实施就地保护。作为一种无奈的选择，抢救性发掘集中保护是一种现实的选择。“南海一号”的保护方法实现了文物保护与经济发展的双赢，是一种现实可行的保护模式。地方性法律可以先行探索确认这一保护模式。
