摘    要:合理的社会管理体制是一个地区吸引人才的重要保证。只有优化用人环境,创建高效适宜的制度,培育合适人才,规范专业化人才市场和人才中介机构,建立适应青海经济社会发展的人才流动社会管理机制,才能推动青海的经济社会发展。

Abstract:The problem whether the social management system is good or not is an important guarantee for a district to attract talents or not.This paper discusses the establishment of the social management system about the flow of talents,which will be suitable for the development of economy and society in Qinghai,through the following five aspects:the optimization of climate for employment,the promotion of institutional policies,the development of proper talents,the improvement of current economic situation,the regulation of professional talent market as well as medium institutes for talents.
