| 摘 要： | 建设低碳国家的法律制度构成除了涵盖传统环境法律制度外,还主要涉及产业法、能源法、财税法、金融法和贸易法等。我国法律在一定程度上适应了建设低碳国家的进程,但仍存在相关制度缺位、不成体系和可操作性差等缺陷,应该确立可持续发展的立法理念,构建低碳国家的法律体系,围绕低碳目标,修改和完善相关法律制度,加强国际合作,提高法律的可操作性。

| Abstract: | Besides the traditional environment law,the legal system of a low-carbon country includes the industry law,the energy law,the tax law,the financial law and the trade law.The law system should establish the sustainable legislative ideas,build the low-carbon legal system,improve the relevant laws,strengthen the international corporation,promote its operability,with the current limitations,such as relevant system absence,lacks of system integrity and operability. |
