社会核算矩阵编制中的数据衔接问题研究

由于数据来源不同,所以在编制社会核算矩阵时会出现大量数据不衔接的问题.目前国内外学者多数采用RAS、CE等方法进行平衡处理,而这些方法都属于纯数学线性调整和平衡方法,并没有考虑具体数据的现实经济意义.鉴此,设计一种“项目对应平衡法”,以矩阵表中元素的具体经济含义为依据,对所有不平衡项目进行逐项处理,以达到整个矩阵的总体平衡.同时采用这种平衡方法,实际编制了2007年中国社会核算矩阵.

Study on the Data Links in the Construction of Social Accounting Matrix

The data sources are multiple and diverse in the construction of social accounting matrix(SAM),so the data connection problems are appeared.Most scholars used RAS,CE and other methods to balance the SAM,but these methods are all based on the linear adjustment or pure mathematics method,without considering the real economic significance of the specific data.A "Termwise equilibrium" balance method was developed in the article to balance the projects one by one based on their economic implications,and a balanced social accounting matrix of 2007 for China was constructed at last.
