技术进步与中国能源-环境政策

在过去十多年里,学者与政策制定者越来越关注技术进步与能源-环境政策之间的关系,这一方面是因为技术进步对社会经济行为的能源-环境效应的影响意义重大,另一方面是因为能源-环境政策选择对技术进步过程产生新的约束和激励。本文在回顾总结现有研究成果的基础上,试图寻求一种能源-环境政策与技术政策相混合的最优政策设计框架,解释这些政策相互影响的复杂性,为中国能源环境政策的制定提供参考。

Technological Change and Chinas Energy-environment Policy

The relationship between technological change and environmental policy has received increasing attention from scholars and policy makers alike over the past ten years. This is partly because the environmental impacts of social activity are significantly affected by technological change, and partly because environmental policy interventions themselves create new constraints and incentives that affect the process of technological developments. In this paper we review the literature on the interaction between technology and the energy-environment. We consider the design of both environmental and technology policies and show that the interaction of these policies is complex. Moreover, we provide the consultation for the energy-environment policy making in China.
