日本近代“公德” 发展与“法治”关系探赜

In Modern Japan, especially in the Meiji era, the possession of "public morality", the rapid improvement of "public morality" consciousness, and even the great change of spiritual outlook of Japanese people are not only the result of the government''s national moral education, but also the result of the Japanese government''s strategy of rapidly improving the quality of "public morality", and the corresponding sound and effective use of the rule of law. First, Japan made use of "rule of law" in modern times to manage the stubborn disease of "unfair morality". Second, the implementation of the "Regulations" with legal effect in Modern Japan promoted the "public morality" of the people. Third, the organic combination of "rule of law" and "public morality education" in Modern Japan has promoted the quality of all citizens.
