| 摘 要： | 科技人才是竞争和经济发展的核心要素,是国家和地区发展的第一战略资源,而科技人才创新能力则是影响科技人才作用发挥的根本因素.本文立足于科技人才创新能力开发这一命题,分别从理论和实证两个方面对其进行分析与评价,深入剖析科技人才创新能力不足的原因,并提出了相应的对策和思路.

| Abstract: | Scientific and technological talents are the core of competition and economic development and also the first strategic resource.And the innovative ability is the basic factor.This paper,on the basis of the innovative ability,analyzes and evaluates the reasons why the innovative ability is not enough theoretically and practically,and then some countermeasures and thinking ways are put forward. |
