WTO农业补贴协议下中国农民发展权的实现

发展权是一项主要针对社会弱势群体的综合性人权。在我国,农民是一个弱势群体,实现农民的发展权是解决"三农"问题的关键。然而,由于农业的天然弱质性,农民发展权的实现需要政府对农业给予足够的补贴。WTO《农业协议》对农业补贴的规定体现了对发展权的关注。我国的农业补贴制度应在遵循WTO的相关规则及我国的入世承诺的基础上,以实现农民发展权为目标,调整补贴结构,完善补贴法律制度,推进农民组织化建设。
