滨海新区开发开放的人力资源战略发展研究

摘    要:滨海新区的发展已经纳入国家发展战略规划。在滨海新区的发展过程中将面临多种挑战,其中之一就是短时间内将有大批企业涌入新区,由此将引出一个非常突出的人力资源区域战略管理问题。旨在探讨区域发展战略与区域人力资源战略的关系,并以实例探讨,通过对人力资源的战略管理规划,为滨海新区的区域发展提供可持续人力资源竞争优势的理论依据和实践方法。

Abstract:The development of Tianjin Binhai New Area ( TBNA ) has been listed under national strategy of future development. In attaining the goals of TBNA, there are many challenges, one of which is the drastic need for qualified human resources for all the enterprises that are flushing into this area, giving rise to a problem concerning regional strategic management of human resources. This paper discusses the relationship between regional development and strategic human resources management, and through a case study, aims to offer the methodology of devising a mechanism of strategic human resources management for TBNA's sustainable advantage of competition.
