| 摘 要： | 教学研究型大学是指以教学为主、科研为辅，教学与科研协调发展的大学。扁平化的事业部制是最适合教学研究型大学的组织模式。教学研究型大学创新机制是指通过激励机制、运作机制和约束机制三大模块，由决策机制发挥学校的领导功能，由竞争机制、发展机制、扩散机制、调节机制、互动机制发挥学院的组织激励、拓新、整合、调适、内化功能，使教学研究型大学的组织系统运作始终充满着生机与活力。
