| 摘 要： | 农村教育问题始终受到党和国家的重视.在改革开放30年之际,党的十七届三中全会提出发展农村基础教育的新战略;在新中国成立60年之际,十一届人大二次会议再次将这些战略作为年内工作重点.理解农村基础教育的新战略,义务阶段教育需要以均衡发展为目标,以提高质量为重点,高中阶段教育需要以加快普及为目标,以发展职业教育为重点.为保证农村基础教育的发展,需要澄清义务教育均衡发展与非义务教育协调发展的关系,需要澄清普及高中阶段教育与施行高中阶段义务教育的关系,同时需要以高质量的教师队伍保证农村基础教育发展新战略的落实.
