西方国家医疗保险制度改革趋势及对我国的启示

医疗保险改革是世界公认的难题,也是公众最关心的问题。说其难,主要是指费用控制难,医患保三方关系协调难,在我国还存在扩面难,资金筹集难。综观20世纪70年代以来西方发达资本主义国家医疗保险事业的改革,我们可以发现,各国发展的普遍趋势在于:开源节流,加强控制;应对人口老龄化,建立老年护理保险;发展社区卫生服务;医疗机构与保险机构合而为一等。借鉴国外的一些经验并汲取其教训,为我所用,是大有裨益的。

Reform trends of medical insurance system in western countries and its enlightenment on China

Medical insurance system reform is a known difficult issue and is concerned by masses in the world.Its difficulty mainly lies in cost control and in coordination of the relation between hospital,insurants and insurers.In China,it is also difficult to extend the coverage of the medical insurance system and to raise medical insurance funds.From the experience of the medical insurance system reform in western countries since the 1970s,general trends of each country is to control hospitalization costs to save budgetary expenditure,to set up new insurance covering nursing the aged people to deal with aging crisis,to develop health service in communities,to combine medical institutions with insurance organizations and so on.Learning this experience is beneficial to the reform of China.
