论现代政治文明建设

文明是人类社会的一种进步状态,政治文明则是人类文明的重要组成部分,它对整个人类社会生活起着决定性的制约作用。政治文明涉及政治权威产生与延续的合理性、政治权力结构的合理、政治权力运行的合理性、政治权威与人民相互关系的合理性等问题。政治文明的两个基本类型是人治政治和法治政治,宪政问题则是从人治政治向法治政治转变的关键问题。宪政的基本内容一是用宪法来约束政治权威的行为;二是运用宪法来保障公民的基本权力。我们必须经过长时间的努力来造就法治政治的社会土壤、文化土壤和政治土壤,同时将法治成长的过程同民主成长的过程有机地结合起来,为实现宪政奠定坚实的基础。

On the Construction of Modern Political Civilization

Civilization is a progressive state of human society,of which political civilization is important.Political civilization involves in the rationalities of the birth of political authorities and its going,the structure and running of political power,the relationship between political authorities and common people and others.The two modes of political civilization are politics by man and politics by law,and the constitutional politics is the key from politics by man to politics by law.Its basic contents include the restriction of some doings from political authorities and the guarantee of the basic rights of citizens.We must make long efforts to bring about social,cultural and political environment from politics by law,laying foundation for the realization of constitutional politics.
