以食品安全监管为例,智慧监管已经成为政府监管优化的新方向。领域内的实践表明:智慧监管的应用往往被视为基于大数据等新技术的科学监管,以实现“精准管”。然而,理论和域外发展指出,监管的智慧性并不仅仅在于技术带来的监管改进,同样在于组合不同的监管主体和工具来实现“多元治”。当整合数据驱动和多元参与实现监管智慧化时,还需借助针对监管的规划性、评估性和理论创新性来促进智慧监管线下协调和线上升级的协同性。

Smart orientation for optimization of government regulation: a case of food safety regulation

Taking food safety regulation as an example, smart regulation has become a new direction of government regulation optimization. The practice in the field shows that the application of smart regulation is often regarded as scientific regulation based on new technologies such as big data to realize “precise management”. However, the theory and the development abroad point out that the smart regulation is not only the improvement of regulation brought by technology, but also the combination of different regulatory bodies and tools to realize “multiple governance”. When data drivers and multiple participation are integrated to realize the smart regulation, it is necessary to promote the synergy of offline coordination and online upgrading of smart regulation by means of planning, evaluation and theoretical innovation.
