垃圾短信治理对策研究

近年来，垃圾短信已成为社会公害，并引起了社会各界的广泛关注。造成垃圾短信泛滥成灾的主要原因是立法不完善、对垃圾短信监控和打击不力、部分民众法制意识淡薄。因此，要有效遏制垃圾短信，就必须完善有关短信业务的立法，强化电信运营商、信息服务业务经营者对手机短信的监控责任，全面推行手机号码实名制，加大对垃圾短信行为的监管和打击力度，发挥行业协会的自律作用，加强法制宣传教育。

On the Countermeasures of Junk Message

In recent years, the junk message has become a public hazard and caused widespread concern in the community. What caused the junk messages to be in flood is mainly due to imperfect legislation, loosing monitoring and curbing on junk messages and weak legal sense of some people. Therefore, in order to effectively prevent junk messages, it is necessary to improve the SMS-related legislation, to reinforce the responsibility for monitoring of telecommunication operators and service providers and to establish the real name registration system for mobile phone. Simultaneously, it＇s an urgent task to strengthen supervision and countermeasure, to make good use of the trade self-discipline and to deeply popularize the legal publicity and education.
