| 摘 要： | 认为对建设监理实施招标投标制不符合国际惯例,监理不宜照搬一般的工程招投标方式.监理任务的委托可以借鉴招投标的模式,主要采用对监理大纲等文件评审与监理协议谈判的方式.就监理大纲和监理协议的评审准则、指标体系设计、评审工作程序等进行了论述,并提出了建议. |

| Abstract: | It is not reasonable for engineering construction supevison to totally imitate other bidding systems.There are some obvious features in the bidding system of engineering construction supervision.For example,it plays as professional consultant of technology and management for engineering projects.An engineer of supervision should be adapted by owner through bidding accordingly.Some fair rules and index of bidding evaluation have been discussed. |
