非政府组织公共管理权力的来源探析

自从1978年以来，我国的非政府组织承担了越来越多的公共管理权力。文章先指出非政府组织的权力来源有三个途径：一是权力法定，二是权力委托，三是权力约定；然后从六个方面全面分析了非政府组织权力来源的合理性；接着以上述的三个权力来源途径为思路，详细分析了非政府组织权力来源的合法性；最后得出结论：总体而言，非政府组织的权力来源合理性有余，而合法性不足。

Research on Authority Source of NGO Public Adwinistration

Since the year of 1978,NGOs in our country have taken on more and more authorities of public administration.
