中西执政党执政方式比较及其启示

对中西方执政党执政方式进行比较,从中找出有益的东西,为我所用,是加强党的执政能力建设的重要途径。我们不能全盘照搬西方政党体制和执政党执政模式。但是作为政党,其活动、发展乃至执政亦有其共同的规律。我们要主动研究并遵循这种规律以加强执政党建设。中国的执政党建设必须走改革与创新之路,包括构建以人民代表大会制度为核心的、对中国共产党执政地位的“认可”机制和评估体系;进一步研究党在国家和社会两个层面的角色定位及其发挥作用的方式;科学规范党、人大、政府的职权;创新监督体制。

A Comparing between Chinese and Western Ministerial Parties of their Governing Modes and the Inspiration

We may have a compare between Chinese and Western ministerial parties of their governing modes,and try to derive something good,then to make full use of it,this is a significant approach to improve governing abilities of our party. We shouldn't wholly copy the Western party systems or their governing modes,however,those ministerial parties,as a sort of political parties,their developing processes and activities inevitably have a common law,so we should study and conform this common law in order to improve our ministerial party construction. Chinese ministerial party construction should go along a way of reformation and innovation,including a series of groping,and these may be comprised by construction of "authorizing" mechanism and evaluating system to the governing status of Chinese Communist Party (CCP) on the base of People's Congress; deeper study of the Party's characteristic orientation and its exertion manner upon the facets of both nation and society; rational standardization to the authorities of the Party,the People's Congress and the government; innovation of supervising system etc..
