阐述了高校人力资源开发与管理体制改革已经取得的成绩。指出了当前高校人力资源开发与管理工作中存在观念相对滞后,管理制度不规范,对人力资源开发与管理机制的研究不够三方面问题。提出了高校人力资源开发与管理机制创新的措施:即转变高校管理和服务部门职能,转变管理工作的思维方式和工作方法,做好人才引进、培养、使用工作和建立健全人力资源管理制度与管理干部队伍建设。
