农村合作经济组织的生长取决于五方面因素：农民个别产权的承认和主体地位的保障；促成农户联合的骨干分子；一定的产业基础；合作意愿和合作效益预期；政府政策导向、公共资金和工作上的支持。促进农村合作经济组织发展必须坚持农村基本经营制度不变、群众自愿和民主管理、积极发展和规范运作、因地制宜和形式多样、示范引导和循序渐进等原则。
