改组与经营：民国时期的天津救济院

天津救济院从1929年变为官办救济机构之后，进行了一系列改组、扩充，增加院外救济，从硬件上进行基础设施建设，从软件上制定一套严格的管理制度，到1937年前天津救济院取得了骄人的成绩。救济院的改组与经营有着积极意义。首先，救济院采取积极的救济政策，教贫民以工艺，安排其未来，使之回归社会，为社会减轻了救助负担。其次，救济院制度性的建设也有着积极的社会意义，不仅便于管理者管理，而且还有益于贫民的未来发展。
