土地征用中的政府行为分析

“公共利益”概念的模糊性,是导致政府在土地征用过程中取得巨大收益的重要原因之一。然而政府在取得巨大收益的同时,并没有适当地对农民进行补偿,使得农民各种利益受到不同程度的侵害。文章认为,现行的官员考核提拔制度的失效是导致地方政府官员在土地征用过程中的各种行为的重要原因。针对这样的情况,提出规范“公共利益”的范畴和完善地方官员的考核方式的构想。

An Analysis on the Act of Government in the Process of Land Requisition

The paper argues that the obscurity of "public interests" is one of important factors leading to governments' obtaining great benefits in the process of land requisition.However,the governments(don't) compensate the local farmers for their losses when obtaining great benefits.The failure of the existing system of appraising and promoting officials is an important factor for local governmental officials' various behaviors in the process of land requisition.According to such situation,the authors put forward a concep to standardize the scope of "public interests" and improve the system of appraising local officials.
